Four BCR Directors are Universidad del Pacífico graduates

​Julio Velarde was ratified for the third time as Chairman of BCR (Central Reserve Bank), while Gustavo Yamada was reappointed member of the Board. Furthermore, Luis Miguel Palomino, director of the Master in Finance at Universidad del Pacifico Graduate School, will also be part of the Board. Javier Escobal, also a Universidad del Pacífico graduate, was also appointed a director.


By two Supreme Resolutions of the Presidency of the Council of Ministers, Julio Velarde Flores, and Gustavo Yamada Fukusaki were ratified in their positions as Chairman and Director of BCR, respectively. 

With Julio Velarde’s appointment as BCR’s Chairman, the economist will serve his third period as head of the institution after being promoted for the first time by the then President of the Republic Alan García in September 2006. 

Julio Velarde is an Economics graduate from Universidad del Pacífico and Ph.D. in Economics from Brown University. In 2015, he was elected as the Central Banker of the Year by the international journal The Banker, from the Financial Times publishing group. 

On the other hand, Gustavo Yamada, professor and researcher at our university was already serving as director since 2013. Yamada is an economist from Universidad del Pacifico and Ph.D. in Economics from Columbia University. He has worked at the Inter-American Development Bank (IDB) and the International Monetary Fund (IMF).

New directors 

Alongside Velarde and Yamada, Luis Miguel Palomino Bonilla and Javier Escobal D’Angelo, both UP graduates, were appointed as members of the BCR’s Board. 

Luis Miguel Palomino is an economist from our university and Ph.D. in Finance from Wharton School. He has also been a consultant to IMF and IBD. Currently, he is director of the Master in Finance at the Universidad del Pacifico Graduate School. 

As for Javier Escobal, he is an economist from Universidad del Pacífico and Ph.D. in Economic Development from Wageningen University, Netherlands. He served as an advisor in the Ministry of Economy and Finance and was a member of the Technical Standards Commission at INDECOPI (National Institute for the Defense of Competition and Intellectual Property).
