Advisory

The School of Public Administration provides advisory services to public entities, international cooperation agencies, businesses and other private entities, aimed at improving the formulation of public policies and propose alternatives to ensure their proper implementation. The scopes of the services are:​

     1. Design, monitoring and evaluation of public policies:
  • Design of programs and projects in the social, productive and institutional fields.
  • Development of baselines.
  • Construction and implementation of monitoring and evaluation systems.
  • Evaluation of results and impact.
  • Development of pre-investment studies according to the National Public Investment System (SNIP).
  • Monitoring of regional and local governments in the management of public investment projects.
  • Development of studies on cost-benefit and cost-effectiveness of intervention alternatives in the public sector.

 2. Regulation of public services, competition, infrastructure and investments:
  • Preparation of studies and revisions of public services tariffs.
  • Design of regulatory tools for public services.
  • Conduct of studies on free competition.
  • Evaluation of anti-competitive practices in certain markets.
  • Preparation of expert reports on the concession contracts.
  • Evaluation of mergers in various productive sectors.
  • Advising private companies in the procedures and steps to be undertaken with the public sector to implement investment projects, through the mechanisms of public - private partnerships (PPPs), private initiatives (PI) and works for taxes (OXI)
  • Economic and financial analysis to develop projects under a PPP or PI scheme.
  • Studies on impacts and potential benefits of infrastructure works.
       3 Strategic and operational planning and management improvement of public entities:
  • Development and update of Multi-Year Operational Plans, Operations Plans, and Operation Manuals for programs and projects.
  • Analysis of the organizational structure of a public entity, program or project, and development of proposals for organizational redesign.
  • Analysis of the processes used by public entities to provide a good or service and how they can be improved or changed.​
