Mr Ortiz Rios is Secretary General of the Universidad del Pacífico. He graduated with a Bachelor's Degree in Law from the Pontificia Universidad Católica del Perú, where he also obtained a Law degree and studied towards a Master's Degree in Business Law. At the Universidad Peruana de Ciencias Aplicadas he gained a Diploma in Electricity, Gas and Energy Law.

Mr. Ortiz Rios has served as a part-time professor in the Academic Department of Social Sciences and then in the Academic Department of Law at the UP, teaching law courses at the undergraduate, graduate, and executive education levels. He has been a presenter at the Annual Postgraduate Courses on Legal Registration at the Universidad de San Martín de Porres Graduate School and participated as a consultant at the UP's former Business Management Consulting Center, where he took part in consultancies for multiple public and private institutions.

His private legal practice centered on the field of corporate law.
Before joining the UP as Director of Legal Affairs, Mr. Ortiz Rios was a partner in three law firms and a board member of different businesses.
