University Ombudsman, full-time professor and researcher at Universidad del Pacífico Graduate School and member of the Macroeconomics area at Universidad del Pacífico Research Center (CIUP). He holds a Master’s degree in Economics from Centro de Investigación y Docencia Económicas, A.C. (CIDE) in Mexico and a Bachelor’s degree in Economics from Universidad del Pacífico.

He has been teaching for 30 years in Mexico, Peru, and Great Britain. He is a reviewer for several Latin-American journals of Economics, writes a regular newspaper column, and keeps an Economics-related blog. In recent years he has specialized in energy issues and has published several papers, studies and models for Secretaría de Energía y Petróleos Mexicanos. He also works in macroeconomic, distributive, financial, and transport infrastructure subjects.

He has also been Chairman of the National Center for Strategic Planning (CEPLAN), Vice Minister of the Economy and advisor to the Minister of the Economy and Finance, officer of the Central Reserve Bank of Peru (BCR), and advisor to the Head of the National Planning Institute. He has also served as Economic Affairs Officer at the Statistics and Economic Projections Division of United Nations-CEPAL. Within the Mexican port system, Germán worked as an Economic Analysis and Fees Director, Manager of Financial Studies, and Coordinator of the integral port administrations of the North and Central Pacific. In consulting he worked as Project Manager and Regional Director for Felipe Ochoa y Asociados, S.C. in Mexico and Peru. Moreover, he has been a member of the board of directors’ in various Mexican and Peruvian companies.
